S. 1999 — USDA CROP Act of 2025

This section amends the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) to require coordination between the EPA Administrator and the Secretary of Agriculture on pesticide regulation as follows: (1) developing risk mitigation measures with an economic analysis of implementation costs to growers, state agencies, and other entities, published in the docket; (2) using agronomic data from USDA and industry, plus alternatives information, for pesticide registrations, registration reviews, and food tolerance decisions under the Federal Food, Drug, and Cosmetic Act, with docket publication of data usage determinations; (3) reviewing reasonable and prudent actions and measures from Endangered Species Act (ESA) Section 7 consultations (16 U.S.C. 1536) on pesticide use, in coordination with the Secretaries of Agriculture, Interior, and Commerce, to inform risk-benefit evaluations and provide end-user impact feedback; and (4) allowing waivers or modifications of these requirements for specific actions if agreed by the Administrator, Secretary of Agriculture, and registrant, with publication in the docket.
