S. 2009 — Charles B. Rangel Congressional Gold Medal Act

This section states 20 congressional findings regarding the life, Korean War service, education, legal career, family, civil rights activities, and congressional achievements of former Representative Charles B. Rangel, including his leadership of 40 soldiers to safety after being wounded at the Battle of Kunu-ri, receipt of the Bronze Star with Valor and Purple Heart, founding role in the Congressional Black Caucus, and authorship of legislation such as the African Growth and Opportunity Act.

This section authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange the posthumous presentation of a Congressional Gold Medal of appropriate design to Charles B. Rangel in recognition of his contributions to the United States and achievements in advancing equality for people of all backgrounds regardless of demographic or economic class. The Secretary of the Treasury must strike the medal bearing Rangel's image and name, after which it is given to his children, Steven Rangel and Alicia Rangel.

This section authorizes the Secretary to strike and sell bronze duplicates of the gold medal struck under section 3, at a price sufficient to cover the costs of the medals, including labor, materials, dies, use of machinery, and overhead expenses.

This section designates medals struck under this Act as (1) national medals for purposes of 31 U.S.C. chapter 51 (i.e., official medals subject to federal coinage laws governing production and legal tender status) and (2) numismatic items for purposes of 31 U.S.C. §§ 5134 and 5136 (i.e., collectibles eligible for U.S. Mint design, production, and sales authority).

This section authorizes the charge of necessary amounts against the United States Mint Public Enterprise Fund to pay the costs of striking medals under this Act and requires the deposit of proceeds from the sale of duplicate bronze medals authorized under section 4 into that fund.
