S. 2011 — Telemental Health Care Access Act of 2025

This section expands Medicare Part B telehealth flexibilities for services furnished by Federally Qualified Health Centers (FQHCs) or Rural Health Clinics (RHCs) to include behavioral health services (previously, only mental health services), explicitly covers such services furnished through telehealth without geographic restrictions, and eliminates the prior sunset provision. (As background, FQHCs and RHCs provide primary and preventive care to underserved urban and rural populations, respectively, and these flexibilities—originally temporary under COVID-19 relief—allow billing regardless of patient location.)
