S. 2024 — ENROLL Act of 2025

This section revises requirements for the navigator program under ACA Exchanges (i.e., entities that assist consumers with selecting and enrolling in qualified health plans (QHPs), Medicaid, and CHIP), effective for plan years beginning on or after January 1, 2026, by (1) requiring federally-facilitated Exchanges to select navigator grantees based on capacity to perform specified duties, without regard to provision of group health plan information, and to award at least one grant annually to a community and consumer-focused nonprofit; (2) expanding navigator duties to explicitly include information on state Medicaid and CHIP programs, public education activities in plain language on QHP requirements and protections, with duties performable at any time during the year; (3) requiring navigators to maintain a physical presence in the Exchange state to provide in-person assistance and reinforcing prohibitions on being health insurance issuers or receiving issuer consideration; and (4) directing the Secretary to obligate $100 million annually for FY2026 and subsequent fiscal years from issuer user fees for navigators in federally-facilitated Exchanges (with funds available until expended).
