This section directs the Secretary of Energy to relocate the Office of Fossil Energy and Carbon Management from Washington, DC, to Pittsburgh, Pennsylvania, not later than December 31, 2026, notwithstanding the general requirement under 4 U.S.C. 72 that offices attached to the seat of government be exercised in the District of Columbia. The section further requires the Secretary to submit to Congress, not later than one year after the relocation is completed, a report describing (1) any employee attrition from the office during and after the relocation; (2) the extent to which such attrition is attributable to the relocation; (3) how the Secretary will address such attrition; and (4) how the relocation affected the office employees' ability to negotiate conditions of employment through representatives.
