S. 2055 — Veterans’ Caregiver Appeals Modernization Act of 2025

This section amends the Program of Comprehensive Assistance for Family Caregivers to (1) require the development and implementation of a single digital system accessible by Veterans Health Administration and Board of Veterans' Appeals employees for family caregiver program applications and related documents, including appeals; (2) clarify that if an eligible veteran dies during the pendency of an appeal of a decision affecting assistance or support under the program, the family caregiver remains eligible for any monthly personal caregiver stipends to which the caregiver was entitled on the date of the veteran's death that are due and unpaid based on evidence in the file as of that date; and (3) require Veterans Health Administration employees evaluating such appeals to receive the same guidance and training as higher-level adjudicators under 38 U.S.C. 5104B. (As background, the program provides stipends, training, counseling, respite care, and other support to family caregivers of eligible veterans—generally those with serious post-9/11 service-connected injuries, including traumatic brain injury or psychological trauma, who need personal care services.) The section further directs the Secretary, in developing the digital system, to consider lessons from the Veterans Benefits Management System and potential benefits for other Veterans Health Administration programs and, in providing appeal training, to consider best practices from disability compensation delivery.
