S. 2061 — Molly R. Loomis Research for Descendants of Toxic Exposed Veterans Act of 2025

This section amends section 501 of the Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics (PACT) Act of 2022 to expand research coordination on health conditions of descendants of toxic-exposed veterans. (As background, sec. 501 established an interagency working group to develop a strategic plan for research on potential generational health effects from veterans' toxic exposures, such as burn pits.) Specifically, the section (1) requires the working group to establish federal interagency task forces for collaborative research activities; (2) revises reporting requirements by replacing prior paragraphs (2) and (3) with new ones requiring, not later than one year after enactment, a report describing identified collaborative research activities, related findings, and recommendations, plus annual reports during the five-year strategic plan period summarizing such activities and findings, plan implementation progress, and further recommendations; and (3) adds a new subsection (c) requiring the working group and Agency for Toxic Substances and Disease Registry, not later than 180 days after enactment, to establish an interagency task force for research on diagnosis and treatment of descendants' health conditions and to maintain a public website with activity and findings information, including data reviews assessing evidence strength for associations between such conditions and toxic exposure risk activities using statutory categories. (Thus, these changes enhance interagency collaboration, public transparency, and focused research on descendants.)
