S. 207 — Protecting Life on College Campus Act of 2025

This section prohibits the award of federal funds (directly or indirectly) to any institution of higher education (IHE, as defined in 20 U.S.C. 1002) that hosts or is affiliated with a school-based service site providing abortion drugs or abortions to students or employees of the IHE or site. It requires such IHEs to submit annual certifications to the Secretaries of Education and Health and Human Services attesting that no such site provides those services to maintain eligibility for federal funds. The section preempts state-law penalties against IHEs solely for compliance and defines "abortion drug" (i.e., any drug or substance used to intentionally kill an unborn child or terminate a pregnancy, excluding live birth, removal of a dead unborn child, or ectopic pregnancy treatment), "IHE," and "school-based service site" (i.e., an on-campus clinic providing health services such as primary care, family planning, telehealth, or pharmaceuticals, excluding hospitals).
