S. 2075 — Future Long Range Assault Aircraft Medical Evacuation and Special Operations Procurement Act of 2025

This section authorizes the Secretary of the Army to accelerate research, development, test, evaluation (RDT&E), and initial procurement of two variant configurations of the Future Long Range Assault Aircraft (FLRAA)—a next-generation tiltrotor to replace UH-60 Black Hawk helicopters: (1) a medical evacuation (MEDEVAC) configuration with enhanced patient care, advanced telemedicine integration, expanded patient capacity, and increased operational reach; and (2) a special operations configuration for U.S. Special Operations Command (USSOCOM) with advanced sensors, weapons systems, launched effects, and plug-and-play mission modules. In exercising this authority, the Secretary must coordinate with the Army Medical Department and USSOCOM, align timelines for rapid prototyping, user evaluation, and risk reduction before full-rate production, and maximize commonality in components to reduce acquisition and sustainment costs. (Thus, the variants leverage the baseline FLRAA platform to expedite specialized capabilities for combat casualty care and special operations missions.) This section prohibits additional appropriations, making activities subject to available funds, and requires a report to the congressional defense committees within 180 days of enactment on development status, milestone timelines, operational testing, fielding, and future funding needs.
