This section prohibits the obligation or expenditure of federal funds for any use of military force in or against Iran unless Congress declares war or enacts a specific statutory authorization after the date of enactment that meets the requirements of the War Powers Resolution (50 U.S.C. 1541 et seq.). The prohibition does not apply to a use of military force consistent with section 2(c) of the War Powers Resolution (i.e., necessary to repel sudden attacks against U.S. territory, possessions, or armed forces). It clarifies that the Authorization for Use of Military Force (Public Law 107-40), the Authorization for Use of Military Force Against Iraq Resolution of 2002 (Public Law 107-243), or any other prior law does not authorize military force against Iran and states that nothing in the section authorizes such force, relieves War Powers Resolution requirements, or prevents authorized defense of U.S. allies and partners.
