S. 2093 — Bicycles for Rural African Transport Act

This section establishes a USAID rural mobility program in sub-Saharan Africa to promote rural communities' access to education, health care, and livelihood opportunities through affordable bicycles and related support (e.g., rural mechanics, spare parts, stigma reduction, community management capacity). The program prioritizes grants to nongovernmental organizations with demonstrated success and partnerships with existing entities providing bicycle access for development objectives. It authorizes appropriations of $3 million for FY2026, $3 million for FY2027, $6 million for FY2028, $6 million for FY2029, $6 million for FY2030, and $6 million for each fiscal year thereafter. It requires (1) a report to specified congressional committees within 30 days of enactment on USAID's FY2022-FY2025 rural bicycle mobility projects, including countries, mechanisms, bicycles distributed, outcomes, and lessons learned; and (2) annual reports beginning December 30, 2026, on the prior fiscal year's projects with the same information.
