S. 2098 — Southcentral Foundation Land Transfer Act of 2025

This section directs the Secretary to convey to SCF, as soon as practicable but not later than two years after enactment, all right, title, and interest of the United States in approximately 3.372 acres of property (including land, improvements, and appurtenances) located in Lot 1A, Block 36 East Addition, Anchorage Townsite Subdivision in Anchorage, Alaska (Plat No. 2025–11, Anchorage Recording District), for use in connection with health and social services programs.

This section establishes conditions for the conveyance of property to SCF under section 3, requiring (1) a warranty deed with no consideration from SCF, no imposed obligations or conditions, and no U.S. reversionary interest; (2) that the warranty deed supersede and nullify any prior quitclaim deed for the property; and (3) an easement or access for the Secretary to address any retained obligations or liabilities.

This section limits SCF's liability under any law for environmental contamination (i.e., oil, hazardous substances, pollutants, or other hazards as defined under federal or Alaska law) on the conveyed property that occurred on or before the date of conveyance to SCF under section 3(a), while providing that the Secretary is not liable for contamination occurring after SCF controls, occupies, and uses the property. It requires the Secretary to comply with CERCLA federal property conveyance notice and warranty requirements (42 U.S.C. 9620(h)) and restricts these protections to the specific property conveyance required by this Act.
