This section defines terms used in the Act, including (1) "Historic Site" as the Ralph David Abernathy, Sr., National Historic Site established by section 3(a); (2) "Map" as the map entitled "Ralph David Abernathy, Sr. National Historic Site Proposed Boundary," numbered P99/184,019, and dated August 2022; (3) "Secretary" as the Secretary of the Interior; and (4) "State" as the State of Georgia.
This section establishes the Ralph David Abernathy, Sr., National Historic Site as a unit of the National Park System to preserve, protect, and interpret the West Hunter Street Baptist Church—where Rev. Dr. Ralph David Abernathy, Sr., served as pastor during the civil rights movement—and his role as a civil rights leader. Establishment is contingent on the Secretary of the Interior determining that sufficient land and interests in land have been acquired to constitute a manageable unit, after which the Secretary must publish notice in the Federal Register within 30 days; the boundary is as generally depicted on the map on file and available for public inspection in National Park Service offices. This section authorizes the Secretary to acquire land or interests in land within the boundary by donation, purchase from a willing seller using donated or appropriated funds, or exchange, but limits acquisition of state- or locally-owned land to donation only. The Secretary must administer the site consistent with laws generally applicable to National Park System units (including 54 U.S.C. §§ 100101(a), 100751(a), 100752, 100753, chapter 1003, and chapter 3201) and complete a general management plan for the site within three years after funds are first made available, in accordance with 54 U.S.C. 100502 (i.e., requiring plans that address resource preservation, development types and costs, visitor carrying capacities, and potential boundary modifications, with annual reports to Congress on completion status). The Secretary may enter into cooperative agreements with the state or other entities to provide interpretive, educational, and administrative services related to the site (e.g., signage, exhibits, tours, and resource preservation).
