S. 2110 — REUSE Act of 2025

This section directs the EPA Administrator to make publicly available, not later than two years after the date of enactment, a report describing the feasibility of, and best practices relating to, reuse and refill systems—defined as mechanisms for refillable or reusable products and beverage containers supported by producer- and consumer-level infrastructure to enable repeated recovery, repair, reissuance, and reuse—for various sectors (e.g., food service, consumer food and beverage products, consumer cleaning products, personal care products, transportation and shipping of goods, and public educational institutions). The report must evaluate and summarize (1) types of reuse and refill systems for product delivery at different scales; (2) methods to ensure equitable distribution in communities of varying population size, where economically feasible; (3) job creation opportunities; (4) economic costs and benefits for businesses deploying the systems and for waste collection and management entities; (5) types of local, state, and federal support needed for expansion; and (6) barriers to widespread implementation. In preparing the report, the Administrator must consider relevant information from states, localities, and foreign countries and consult reuse and refill system stakeholders.
