S. 2114 — Commercial Motor Vehicle English Proficiency Act

This section restructures statutory testing standards for commercial driver's licenses (CDLs) and establishes an English language proficiency requirement, effective two years after enactment, under which individuals may not pass a CDL knowledge test (written, verbal, or automated) or receive a certification of fitness to operate a commercial motor vehicle unless they demonstrate the ability to read and understand English traffic signs, communicate in English with traffic safety officers, border patrol agents, agricultural checkpoint officers, and cargo weight-limit station personnel, and provide and receive feedback and directions in English. The section further prohibits administering such knowledge tests in any language other than English and directs the Secretary of Transportation to modify CDL regulations (49 C.F.R. part 383) as necessary to implement these changes within two years of enactment.
