S. 2118 — Value Over Cost Act of 2025

This section revises criteria governing multiple award schedule (MAS) program orders and contracts—under civilian agency procurement law (41 U.S.C. §152(3)(B)) and DoD procurement law (10 U.S.C. §3012(3)(B))—to permit their use when resulting in either (i) the lowest overall cost alternative or (ii) best value (as described in Federal Acquisition Regulation §15.101), if the Administrator of General Services determines best value necessary to promote government interests. (The MAS program, administered by GSA, enables federal agencies to acquire commercial products and services through pre-negotiated vendor contracts.)
