S. 2134 — Veterans Full-Service Care and Access Act of 2025

This section requires the Secretary of Veterans Affairs to ensure that veterans eligible for hospital care and medical services under 38 U.S.C. 1710 have access to such care at not fewer than one full-service hospital of the Veterans Health Administration (VHA) within the geographic boundaries of each of the 48 contiguous states (new 38 U.S.C. 1716A). It clarifies that this requirement does not restrict enhanced care for veterans at VHA hospitals in other states; makes a conforming amendment to the Veterans Community Care Program (38 U.S.C. 1703(d)(1)(B)) specifying certain conditions as of the date of enactment of the Veterans Full-Service Care and Access Act of 2025; and directs the Secretary to submit to Congress, not later than one year after enactment, a report on implementation and its effects on care quality and standards.
