S. 2144 — A bill to improve the safety and security of Members of Congress, immediate family members of Members of Congress, and congressional staff.

This section defines terms for purposes of the section, including "applicable legislative officers" (i.e., Senate Sergeant at Arms and Secretary or House Sergeant at Arms and Chief Administrative Officer, acting jointly); "at-risk individual" (i.e., Members of Congress, their immediate family and household members, designated employees, and former Members); "covered information" (i.e., home addresses and phone numbers, personal email addresses, Social Security and driver's license numbers, financial account numbers, vehicle identifiers, child identification and school information, travel routes, and precise geolocation data of at-risk individuals, excluding certain campaign finance and candidate filing disclosures); "data broker" (i.e., a commercial entity collecting and selling personal information, excluding news organizations, directory services, consumer reporting agencies, financial institutions, and health privacy-regulated entities); and "designated House or Senate employee" (i.e., covered employees designated in writing by a Member or House/Senate officer, or such an officer). The section also defines related terms such as "candidate," "employing office," "Government agency," "immediate family member," "Member of Congress," and "transfer."
