This section requires the Secretary of Defense, in coordination with other relevant agency heads, to submit to the appropriate congressional committees by March 1 of each year an unclassified report (with a possible classified annex) on contributions to the common defense by NATO member countries, Gulf Cooperation Council member countries, parties to the Inter-American Treaty of Reciprocal Assistance (Rio Treaty), Australia, Japan, New Zealand, the Philippines, South Korea, and Thailand. The report must describe (1) each country's defense spending for the prior fiscal year, including nominal budget figures and as a percentage of gross domestic product; (2) their activities contributing to U.S. military or stability operations under relevant defense agreements; (3) any limitations those countries place on such contributions; and (4) actions by the United States or other countries to minimize those limitations.
