S. 2157 — Gun Violence Prevention Through Financial Intelligence Act

This section directs the Financial Crimes Enforcement Network (FinCEN) to (1) request information from financial institutions, not later than one year after enactment, on how homegrown violent extremists and perpetrators of domestic terrorism procure firearms and firearm accessories for lone actor or lone wolf acts of terror and how the U.S. firearms market facilitates gun violence—with such requests subject to suspicious activity reporting requirements under 31 U.S.C. 5318(g), tailored by institution size, and developed in consultation with the FBI director, ATF director, and firearm sellers; (2) issue an advisory on these topics or submit a report to the Senate Banking Committee and House Financial Services Committee explaining any insufficiency of collected information, in either case not later than 540 days after enactment; and (3) promulgate a rule, not later than 90 days after enactment and in consultation with the FBI and ATF directors, defining the terms "firearm accessory," "homegrown violent extremist," "lone wolf," and "lone actor" for purposes of the section. (Domestic terrorism has the meaning given in 18 U.S.C. 2331(5), i.e., activities dangerous to human life that violate U.S. or state criminal laws, appear intended to intimidate civilians or coerce government action, and occur primarily within U.S. jurisdiction.)
