This section directs federal agencies to vacate six specified federal buildings in Washington, DC—not later than 18 months after enactment of this Act—and relocate to other federal buildings, and requires the Administrator of General Services to sell those buildings for fair market value at highest and best use not later than two years after vacancy. The buildings are (1) Department of Agriculture South Building (1400 Independence Avenue SW); (2) Hubert H. Humphrey Federal Building (200 Independence Avenue SW); (3) Frances Perkins Federal Building (200 Constitution Avenue NW); (4) James V. Forrestal Building (1000 Independence Avenue SW); (5) Theodore Roosevelt Federal Building (1900 E Street NW); and (6) Robert C. Weaver Federal Building (451 7th Street SW). It further (1) prohibits such sales to foreign persons or entities (as defined in the Secure Federal LEASEs Act); (2) deposits net proceeds first into the Federal Buildings Fund for implementation costs (expendable only via future appropriation), with remainder to the general fund of the Treasury to reduce the deficit; (3) bars the Administrator or affected agencies from purchasing or leasing additional property related to the consolidation; and (4) exempts the sales from the McKinney-Vento Homeless Assistance Act, National Environmental Policy Act, National Historic Preservation Act, and chapters 5 and 87 of title 40, United States Code.
