This section defines, for purposes of this Act, (1) "Administration" as the National Nuclear Security Administration; (2) "appropriate congressional committees" as the Committee on Armed Services and the Subcommittee on Energy and Water Development of the Senate Committee on Appropriations, and the Committee on Armed Services and the Subcommittee on Energy and Water Development and Related Agencies of the House Committee on Appropriations; and (3) "specialized infrastructure" as any facility that supports the nuclear stockpile mission (including capabilities to handle and process special nuclear materials, radioactive or hazardous materials, non-nuclear unique components, or assembled nuclear weapons), the Administration's global security mission, or naval spent fuel management, nuclear material testing and examination, and functional nuclear laboratory consolidation for naval nuclear propulsion.
This section states congressional findings on the nuclear enterprise infrastructure of the Department of Energy's National Nuclear Security Administration (NNSA), including (1) the October 15, 2024, publication of the Enterprise Blueprint, a 25-year roadmap for infrastructure delivery; (2) descriptions of key sites for research and design, technology and manufacturing, naval reactors, and special experimentation; (3) the poor condition of more than half of facilities, many dating to the Manhattan Project due to decades of neglect; (4) the need to recapitalize, modernize, and expand infrastructure for nuclear modernization programs; (5) the blueprint's alignment with requirements for simultaneous design, development, and production of more than six modernized nuclear weapons systems and enduring stockpile stewardship; (6) sequencing of recapitalization projects with programs of record; and (7) the need for the Administration to continuously review infrastructure plans and provide Congress with cost estimates, schedules, and workforce requirements.
This section directs the Administrator for Nuclear Security to submit to the appropriate congressional committees, not later than February 15, 2026, and annually thereafter, an unclassified report (which may include a classified annex) on future activities and resources for specialized infrastructure serving nuclear stockpile, global security, and naval nuclear propulsion missions. The report must include (1) an assessment of necessary infrastructure investments over the next five fiscal years, with cost estimates and schedules, workforce impacts, National Environmental Policy Act review status, targeted needs addressed, and progress summary; (2) for FY2027 and subsequent years, explanations of changes in cost estimates and schedules for projects listed in the prior year's paragraph (1) assessment; (3) an assessment of necessary investments over the next 6 to 15 fiscal years, with estimated schedules and targeted needs; (4) for FY2027 and subsequent years, explanations of changes for projects listed in the prior year's paragraph (3) assessment; (5) an assessment of necessary investments over the next 16 to 25 fiscal years, with targeted needs; and (6) for FY2027 and subsequent years, explanations of changes for projects listed in the prior year's paragraph (5) assessment.
