S. 2181 — Securing Our Propane Supply Act

This section directs the Secretary of Energy, in consultation with the Administrator of the Energy Information Administration, to complete a study within 180 days of enactment on the feasibility and effectiveness of establishing a national strategic propane reserve separate from the Strategic Petroleum Reserve (42 U.S.C. 6231 et seq.). The study must assess the U.S. propane supply chain and risks of regional disruptions; evaluate locations, storage quantities, infrastructure needs, acquisition methods, release triggers, delivery transactions, likely consumers (e.g., individuals, agricultural producers, Armed Forces), market implications, and alternatives to such a reserve; and provide recommendations on whether to establish the reserve and the most practicable method of doing so. Within 180 days after completing the study, the Secretary must develop an implementation plan, coordinate as appropriate with the propane industry, and submit to the Senate Committee on Energy and Natural Resources and the House Committee on Energy and Commerce a report describing the study and plan (with procedures to protect classified national security information).
