This section establishes in the Treasury the Intelligence Community Technology Bridge Fund to assist in transitioning products or services from the research and development phase to the prototype or production phase for intelligence community acquisitions. The fund consists of appropriated amounts available until expended and may be used by the Director of National Intelligence to provide grants, payments for products or services, or equity payments to small business concerns or nontraditional defense contractors (i.e., entities not performing Department of Defense contracts or subcontracts subject to full cost accounting standards for the one-year period preceding solicitation) that are under contract with the intelligence community for research and development and whose products or services address a mission need. (Thus, assistance prioritizes expanding the supplier base and price-competitiveness for the federal government.) The Director administers the fund in consultation with intelligence community element heads and specified entities (e.g., Defense Advanced Research Projects Agency) and must submit annual reports to the congressional intelligence committees starting September 30, 2026, detailing expenditures, effects, and transition activities. The section authorizes appropriations of $75 million for FY2026 and each fiscal year thereafter, with the fund balance not to exceed $75 million at any time.
