S. 222 — Whole Milk for Healthy Kids Act of 2025

This section modifies fluid milk requirements under the National School Lunch Program (which reimburses schools for serving lunches meeting federal nutritional standards to approximately 30 million students daily) by (1) authorizing schools to offer flavored or unflavored organic or nonorganic whole, reduced-fat, low-fat, or fat-free fluid milk; lactose-free fluid milk; and nutritionally equivalent nondairy beverages (previously, offerings were required to be consistent with Dietary Guidelines for Americans, which effectively limited milk to low-fat or fat-free varieties); (2) permitting a parent or legal guardian, in addition to a physician, to request a fluid milk substitute for a student whose disability restricts their diet; (3) excluding milk fat from saturated fat content when measuring a school's compliance with weekly meal limits; (4) exempting schools offering nondairy beverages from state agency notice requirements for other substitutes; and (5) making conforming amendments to commodity donation and healthy meals planning provisions.

This section requires state agencies administering child nutrition programs (e.g., National School Lunch Program, School Breakfast Program) to include food allergies—specifically, best practices to prevent, recognize, and respond to food-related allergic reactions—in the existing training modules provided to local food service personnel as a condition of receiving federal administrative expense grants. (Thus, states must certify completion of training on these topics, including the new requirement.)
