S. 2223 — Investing in Main Street Act of 2025

This section increases, to 15% of capital and surplus (from 5%), the maximum amount certain financial institutions may invest in small business investment companies (SBICs)—privately owned investment funds licensed by the Small Business Administration to provide equity capital and long-term loans to small businesses—specifically (1) national banks, Federal Reserve member banks, and nonmember insured banks; and (2) savings associations.
