S. 2224 — Taiwan International Solidarity Act

This section amends the findings section of the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019 by adding two new paragraphs: (10) United Nations General Assembly Resolution 2758 (XXVI) established representatives of the People's Republic of China as China's sole lawful representatives in the United Nations but did not address Taiwan's representation or people in the United Nations or related organizations, take a position on the relationship between the People's Republic of China and Taiwan, or include any statement on Taiwan's sovereignty; and (11) the United States opposes any initiative to change Taiwan's status without the consent of the people of Taiwan.

This section amends the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019 to direct U.S. Government representatives, as appropriate, in specified international organizations to use the voice, vote, and influence of the United States to advocate that such organizations resist the People's Republic of China's efforts to distort their decisions, language, policies, or procedures regarding Taiwan.

This section amends the sense-of-Congress provisions of the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019 by adding a new paragraph encouraging U.S. allies and partners, as appropriate, to oppose the People's Republic of China's efforts to undermine Taiwan's official diplomatic relationships and its partnerships with countries with which it does not maintain diplomatic relations.

This section expands the report required under section 5(b) of the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019—on the People's Republic of China's efforts to promote its One China position—to also include information on any prior or ongoing PRC attempts to undermine Taiwan's membership or observer status in international organizations (as described in section 4(1) of the TAIPEI Act) and Taiwan's ties and relationships with other countries. The amendment takes effect on the date of enactment and applies beginning with the first such report required thereafter.
