S. 223 — Restoring the First Amendment and Right to Peaceful Civil Disobedience Act of 2025

This section repeals Section 248 of title 18, United States Code (commonly known as the Freedom of Access to Clinic Entrances Act), which prohibits using force, threats of force, or physical obstruction to injure, intimidate, or interfere with persons obtaining or providing reproductive health services or exercising First Amendment rights at places of religious worship, and which imposes criminal penalties of up to 1 year imprisonment for a first offense (or 3 years for subsequent offenses) and civil remedies. The repeal applies to any prosecution pending on, or commenced on or after, the date of enactment.
