S. 2239 — Improving Access to Prenatal Care for Military Families Act

This section establishes a five-year pilot program, commencing not later than 180 days after enactment, under which the Secretary of Defense treats pregnancy as a qualifying event under 10 U.S.C. 1099(b)(1)(B) for enrollment in TRICARE Select (i.e., a TRICARE health plan option available to eligible beneficiaries such as retirees and their dependents) by an eligible beneficiary. It requires (1) an initial briefing to the appropriate congressional committees one year after enactment on the pilot program's status and (2) annual reports to those committees for five years that include the number of covered enrollment changes (i.e., changes to a prior election of a TRICARE plan), disaggregated by month beginning January 2026 and by reason, including whether due to separation or return from active duty or treatment of pregnancy as a qualifying event.
