S. 2240 — Expanding Defense Community Partnerships Act

This section expands the Department of Defense's (DOD) authority for intergovernmental support agreements (IGSAs) under 10 U.S.C. §2679, which allow sole-source agreements with state, local, or tribal governments to provide, receive, or share installation-support services (e.g., utilities, maintenance) if they enhance mission effectiveness or create efficiencies. Specifically, it (1) authorizes the Secretary concerned or state, local, or tribal government to partner or collaborate with other federal agencies in entering into or carrying out such agreements; (2) expands allowable funding sources to include funds for operation and maintenance, research, development, test, and evaluation, procurement of ammunition, military construction, or non-appropriated funds (from operation and maintenance only); (3) extends the pilot program for use of cost savings realized through IGSAs through September 30, 2030 (from September 30, 2025); (4) clarifies that services provided for a party's own needs include those for repair, construction, maintenance, or operation of a facility; and (5) directs DOD to carry out a new pilot program authorizing not more than one IGSA per service (Army, Navy, or Air Force) for a term not to exceed 20 years, notwithstanding the 10-year limit.
