S. 227 — PEACE Act of 2025

This section prohibits the use of funds available under the American history and civics education program—authorized to support instruction on the Constitution, Bill of Rights, and traditional American history in elementary and secondary schools—for any curriculum, teaching, or counseling that promotes or compels a divisive concept, as defined. Divisive concepts include race stereotyping (i.e., ascribing traits or beliefs to individuals because of their race) or race scapegoating (i.e., assigning fault or bias to a race or its members because of their race), or the promotion of concepts such as (1) one race being inherently superior to another, (2) the United States being fundamentally racist, (3) individuals being inherently racist or oppressive by virtue of their race, (4) discrimination based on race, (5) inability to treat others without regard to race, (6) moral character determined by race, (7) racial responsibility for past actions by others of the same race, (8) psychological distress on account of race, or (9) meritocracy or a hard work ethic being racist.
