S. 2293 — Muslim Brotherhood Terrorist Designation Act of 2025

This section amends the Anti-Terrorism Act of 1987 to (1) add congressional findings designating Hamas as a Muslim Brotherhood branch, noting its terrorist designations, the October 7, 2023, attack affecting at least 53 U.S. citizens, and the Muslim Brotherhood's global support and outlawing by certain Middle Eastern governments; (2) designate the Muslim Brotherhood and its affiliates, alongside the Palestine Liberation Organization (PLO) and its affiliates, as terrorist organizations; (3) extend the Act's prohibitions—on maintaining offices or other premises in the United States, receiving funds or assets, and other specified activities—to the Muslim Brotherhood; (4) limit the Act's termination provision to prohibitions regarding the PLO (thus, rendering Muslim Brotherhood prohibitions permanent); and (5) require the Secretary of State to impose visa ineligibility sanctions on Muslim Brotherhood members, including inadmissibility, ineligibility for visas or parole, and revocation of current visas, pursuant to the Robert Levinson Hostage Recovery and Hostage-Taking Accountability Act (22 U.S.C. 1741d(b)(1)); it also provides definitions for "Muslim Brotherhood," "Muslim Brotherhood branch" (including Hamas and affiliates in specified countries), "Muslim Brotherhood member," "foreign person," and "United States person."

This section requires the Secretary of State to submit to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs, within 90 days of enactment and annually thereafter, an unclassified report (with possible classified annex) identifying all Muslim Brotherhood branches—including those operating in specified countries and jurisdictions—and determining for each whether it has been designated as a foreign terrorist organization (FTO) under section 219(a) of the Immigration and Nationality Act (8 U.S.C. 1189(a)) or as a Specially Designated Global Terrorist (SDGT) under Executive Order 13224, or whether its activities meet the criteria for or constitute grounds for such designations. (FTO designation criminalizes material support and bars entry; SDGT designation blocks U.S. assets and prohibits transactions.) This section further directs the President to impose FTO or SDGT sanctions on the Muslim Brotherhood or any successor organization within 90 days of enactment and, within 30 days of each report, to impose FTO designation on branches previously designated as SDGTs and SDGT sanctions on branches meeting relevant criteria; such sanctions may not be removed for four years.
