S. 2317 — Federal Advisory Committee Database Act

This section amends the Federal Advisory Committee Act (FACA) as follows: (1) in section 1006, it requires the Committee Management Secretariat to collect detailed annual information from agencies on each advisory committee—including its name, charter, membership balance plan, current member details (i.e., name, ethics designation, appointer, term), designated officers, termination date, past and estimated operational/staff costs, meeting history and summaries, and recommendations with implementation status—and to publish that information annually on a public General Services Administration (GSA) website in machine-readable format with historical access; it further requires the Administrator, in consultation with agency heads, to assess agency compliance with this new reporting in annual reviews, to submit biennial reports to congressional oversight committees summarizing the two most recent reviews with recommendations to the President, agency heads, or Congress, and to issue regulations, guidelines, and controls (with updates as needed) including standardized reporting guidance; and (2) in section 1007(a), it requires each agency head to establish uniform guidelines and controls consistent with Administrator directives, to maintain systematic information on advisory committees, and to ensure timely and accurate reporting to the Administrator (including the new section 1006(a)(2) information). (Thus, these changes increase transparency and accountability for the approximately 1,000 federal advisory committees that provide independent advice to executive agencies.)
