This section directs the Secretary of Energy to fund restoration and modernization projects at National Laboratories (i.e., Department of Energy-owned laboratories such as Ames Laboratory, Argonne National Laboratory, and 15 others as defined in 42 U.S.C. 15801), including priority deferred maintenance for facilities, utilities, and critical infrastructure as well as upgrades to support science missions and safe operations. It authorizes $5,000,000,000 for each of FY2026 through 2030, of which not less than one-third each year shall be managed by the Office of Science, and requires the Secretary to submit to specified Senate and House committees—for each such fiscal year, concurrent with the President's budget—a list of funded projects with descriptions and funding profiles. This section revises DOE's strategy for National Laboratory facilities and infrastructure (42 U.S.C. 16357) by (1) expanding subsection (a)(1) to cover facilities managed by the Office of Science, Office of Environmental Management, Office of Energy Efficiency and Renewable Energy, Office of Fossil Energy and Carbon Management, Office of Nuclear Energy, and National Nuclear Security Administration Science and Technology Programs (from primarily Office of Science programs); (2) clarifying subsection (a)(2) to focus on ensuring enabling infrastructure supports current and future science and energy missions; and (3) in subsection (b), replacing the report deadline and content requirements with a report due not later than one year after enactment describing the strategy and, for the 10-year plan across relevant offices, including (A) a priority list of projects with costs, schedules, and funding sources; (B) reconfiguration plans to meet missions, address costs, and ensure return on investment; (C) preliminary funding estimates and allocation among sources; and (D) planning processes, data, metrics, prioritization criteria, and stakeholder engagement.
