S. 233 — Restoring Confidence in the World Anti-Doping Agency Act of 2025

This section revises definitions in subsection (a) of Section 701 of the Office of National Drug Control Policy Reauthorization Act of 2006 (21 U.S.C. 2001) by (1) renaming "United States Olympic Committee" as "United States Olympic and Paralympic Committee," (2) adding a definition of "independent athlete" as an Olympic or Paralympic athlete not serving on the International Olympic Committee, International Paralympic Committee, certain international sports federations, the United States Olympic and Paralympic Committee, or the World Anti-Doping Agency, and (3) correcting a statutory citation for "amateur athlete"; updates references throughout subsection (b) from "United States Olympic Committee" to "United States Olympic and Paralympic Committee"; adds a new paragraph (6) to subsection (b) requiring the United States Anti-Doping Agency to carry out responsibilities regarding the World Anti-Doping Agency as described in new subsection (d); and adds subsection (d) directing the Office of National Drug Control Policy, in consultation with the United States Anti-Doping Agency, United States Olympic and Paralympic Committee, and Team USA Athletes’ Commission, to ensure the World Anti-Doping Agency adopts specified governance reforms (including conflict-of-interest policies and decision-making roles for independent athletes from the United States and other democratic countries). Subsection (d) further requires a determination within 90 days of enactment on whether the World Anti-Doping Agency complies and, if not, actions to secure fair U.S. representation and a report on barriers within 180 days; authorizes voluntary withholding of up to full U.S. membership dues to the World Anti-Doping Agency in such cases, in consultation with congressional committees. (Thus, the United States Anti-Doping Agency, the independent national anti-doping organization for amateur athletic competitions recognized by the United States Olympic and Paralympic Committee, gains new coordination duties, while the Office of National Drug Control Policy gains leverage over international anti-doping governance.)
