S. 2333 — Health Records Enhancement Act

This section directs the Secretaries of Defense and Veterans Affairs, not later than one year after the date of enactment, to jointly enable supplementation of Department of Defense and Department of Veterans Affairs health records for deceased enrollees—defined as individuals enrolled in the VA patient enrollment system (under 38 U.S.C. 1705(a)) or entitled to TRICARE (i.e., the health care program for uniformed service members, retirees, and dependents)—with observed health conditions and other relevant health information provided by (1) an individual designated by the deceased enrollee or (2), if none, an immediate family member (i.e., spouse, parent, brother, sister, adult child, or adult in loco parentis). The Secretaries must establish a designation process, and any such updates supplement but do not modify existing record information.
