S. 2336 — Halting the Epidemic of Addiction and Loss Act of 2025

This section directs the Secretary of Health and Human Services to ensure that, as appropriate, future regulations and guidance for any HHS grant program addressing opioid misuse and use disorders refer inclusively to all opioid overdose reversal drugs approved under the Federal Food, Drug, and Cosmetic Act for emergency treatment of known or suspected opioid overdoses (e.g., not limited to naloxone). It further requires the Secretary, not later than one year after enactment, to update all such pre-enactment references in regulations or guidance for (1) State Opioid Response Grants and Tribal Opioid Response Grants under section 1003 of the 21st Century Cures Act and (2) grants for priority substance use disorder prevention needs of regional and national significance under section 516 of the Public Health Service Act.
