S. 2337 — Providing Child Care for Police Officers Act of 2025

This section establishes a competitive grant program administered by the Secretary of Health and Human Services (HHS), acting through the Assistant Secretary for the Administration for Children and Families, under which state lead agencies under the Child Care and Development Block Grant Act of 1990 (CCDBG) receive three-year grants to fund covered entities—such as law enforcement agencies—in establishing and operating child care programs for minor children of law enforcement officers during shift work and nontraditional hours. Grant funds may be used for specified purposes (e.g., startup costs, provider training, financial assistance to families, care for sick or disabled children, facility construction or renovation), with a limit of $3 million per applicant and a requirement of at least 20% of funds for small law enforcement agencies (fewer than fewer than 200 full-time officers) or consortia including such agencies. Covered entities and child care providers must meet CCDBG health, safety, and quality standards; lead agencies must provide technical assistance, conduct annual audits, report misuse of funds to HHS for repayment, and apply escalating non-Federal matching requirements of 10% (year 1), 25% (year 2), and 33 1/3% (year 3).
