S. 2348 — Healing Partnerships for Survivors Act

This section establishes a grant program under the Family Violence Prevention and Services Act (FVPSA) authorizing the Secretary, through the Office of Family Violence Prevention and Services, to award grants from appropriations under FVPSA section 303(d) to eligible entities—including State sexual assault coalitions, territorial sexual assault coalitions, tribal coalitions (as defined in 34 U.S.C. 12291), nonprofit community-based sexual assault programs with a history of work with survivors (e.g., rape crisis centers or culturally specific organizations), Indian tribes, and tribal organizations—to develop trauma-informed, culturally relevant partnerships with health and wellness providers or systems, behavioral health programs, disability programs, or other service providers. Grant funds may support services such as prevention, screening, linkages to care, treatment (including therapy, support groups, holistic healing, somatic approaches, substance-use services, and temporary housing), personal advocacy, training for staff and partners, trauma-informed health modalities, and support for adult survivors of childhood sexual abuse during health or substance-use treatment; grantees must submit reports on activities and effectiveness and ensure victim privacy and confidentiality. Additionally, the Secretary may use up to 10% of such appropriated funds to award grants to two or more eligible nonprofit organizations with expertise in sexual assault (including at least one with expertise in culturally specific communities) for training and technical assistance to grantees and potential grantees.
