S. 2351 — Space Exploration Research Act

This section establishes supplemental lease authority for the NASA Administrator to lease agency real property for up to 99 years, renewable, to states or their subdivisions, 501(c)(3) organizations for educational or scientific purposes, or institutions of higher education (as defined in 20 U.S.C. 1001, generally public or nonprofit entities providing postsecondary education, training for gainful employment, or programs for nontraditional students) for facilities conducting aeronautical/space research, workforce training, technology transfer, or related activities. The section further authorizes NASA to lease back such property (including subleased property), enter contracts or agreements, and provide administrative, maintenance, or instructional support subject to appropriations. These authorities are delegable and apply notwithstanding specified federal real property statutes (40 U.S.C. § 1302; 51 U.S.C. § 20145; 54 U.S.C. § 306121).
