S. 2356 — ADAPT Act

This section expands the definition of qualified psychologist services under Medicare Part B to include diagnostic, therapeutic, or rehabilitative services (as defined by the Secretary) furnished by an advanced psychology trainee under the general supervision of a clinical psychologist and billed by the supervising psychologist, effective one year after enactment. (Advanced psychology trainee means a doctoral intern in a year-long or longer APA-accredited pre-doctoral program or a postdoctoral resident in a 1- or 2-year APA-accredited or APPIC-member program seeking licensure; general supervision means overall direction and control without the supervisor's presence required during the service.) This section further directs the HHS Secretary to develop a "GC" modifier code for billing such services within one year of enactment.

This section directs the Secretary of Health and Human Services, not later than one year after enactment, to issue and disseminate guidance to states on strategies to overcome barriers to Medicaid and Children's Health Insurance Program (CHIP) coverage of services furnished by advanced psychology trainees (as defined in section 1861(ii)(2) of the Social Security Act). The guidance must include technical assistance and best practices regarding (1) recommended legal mechanisms to activate such coverage, (2) recommended billing codes and code modifiers for such services, and (3) examples of states that have used Medicaid or CHIP waivers to enable such coverage.
