This section states congressional findings regarding efforts to revise U.S. history at federal sites, including national parks and the Smithsonian Institution (i.e., a congressionally chartered museum and research complex); articulates a policy to restore such sites as uplifting monuments to American heritage and to prevent ideological indoctrination; and directs specified officials to implement that policy. Specifically, it requires the Vice President, consulting designated White House officials and acting through the Smithsonian Board of Regents (on which the Vice President serves), to (1) remove from Smithsonian properties any items that violate the policy or federal civil rights laws or that divide Americans based on race, and (2) recommend additional presidential actions. It further directs the Vice President and Office of Management and Budget (OMB) Director to work with Congress on future Smithsonian appropriations to prohibit funding for exhibits or programs that degrade American values, divide by race, or conflict with federal law or the policy—including, in the American Women's History Museum, any recognition of biological males as women (e.g., in women's sports or facilities) or promotion of gender-affirming medicine (Thus, such restrictions would condition federal funding on adherence to these content guidelines.). The OMB Director and Secretary of the Interior must take other authorized measures to promote the policy, and the Vice President must work with congressional leaders to seek appointment of policy-committed citizen regents.
