This section establishes identification, authority, arrest, and public notice requirements for federal law enforcement officers (i.e., executive/legislative/judicial branch personnel or contractors authorized for law enforcement functions) and armed forces members engaged in crowd control, riot control, or arrest/detainment during civil disobedience, demonstrations, protests, or riots in the U.S. Specifically, the section (1) requires such personnel to display clearly visible identifying information (agency name; last name or unique identifier; for armed forces, also rank) at all times, prohibits taping over or obscuring it, and bans use of unmarked vehicles for civilian apprehensions/detentions/arrests; (2) limits such activities to federal property or its immediate vicinity (i.e., adjacent sidewalk/public street), except upon joint written request from a state governor and local government head or invocation of the Insurrection Act (10 U.S.C. ch. 13); (3) makes arrests unlawful if identification or authority requirements are violated; and (4) requires the deploying agency/force to publish public notice on its website within 24 hours, including deployment date, personnel numbers by city/town/locality, mission description, detainee locations/custody, and any assistance request copy.
