S. 2388 — Water Infrastructure Modernization Act of 2025

This section amends the EPA pilot program for grants to certain state, local, and private entities for alternative water source projects—such as water conservation, reclamation, reuse, and stormwater treatment projects (excluding water treatment or distribution facilities)—to meet critical water supply needs identified in 20-year statewide or regional water plans, by (1) defining "intelligent water infrastructure technology" to include real-time monitoring sensors, artificial intelligence optimization tools, advanced metering infrastructure, leak detection systems, predictive maintenance, and related digital technologies for wastewater, stormwater, and water supply systems; (2) authorizing grant funds for engineering, design, construction, implementation, training, and operations related to such technologies (with those costs exempt from the prohibition on funding planning, feasibility studies, operations, or maintenance); (3) requiring the EPA Administrator to report to Congress, beginning 180 days after enactment of the Water Infrastructure Modernization Act of 2025 and annually thereafter, on grants awarded for intelligent water infrastructure technology, resulting resiliency improvements, recommendations for program improvements, and (in the initial report) denied grant applications under that category with reasons for denial; and (4) increasing the authorization of appropriations to $50 million (from $25 million) for FY2028 (from FY2026).
