S. 2395 — Mid-South Oilseed Double Cropping Study Act of 2025

This section requires the Federal Crop Insurance Corporation (FCIC) to conduct research and development, or enter into contracts for such, on including covered oilseed crops—defined as rapeseed and canola requiring vernalization (i.e., a cold temperature period before flowering and seeding) and planted on otherwise idle rotational land—under double cropping and rotational cropping policies. The research, conducted in consultation with stakeholders, must evaluate (1) factors affecting crop insurance availability and cost when incorporating these crops and (2) potential risk management benefits to soil health, biodiversity, and farm profitability; FCIC may prioritize contracts to entities with prior experience and suitable research facilities. FCIC must submit a report on results and recommendations to the Senate Committee on Agriculture, Nutrition, and Forestry and the House Committee on Agriculture within 13 months of enactment.
