S. 2417 — Star-Spangled Summit Act of 2025

This section directs the Secretary of Agriculture, acting through the Forest Service Chief, to issue a 10-year special use permit within 180 days of enactment for the placing, if necessary, and maintenance of a U.S. flagpole at Kyhv Peak Lookout Point (specific coordinates in Uinta National Forest overlooking Utah Valley), first to Robert S. Collins of Provo, Utah, or if he declines, to a qualified person (i.e., Utah County resident or nonprofit/volunteer organization with relevant flagpole experience). The section requires application notices, selection priorities (prior permit holder first, then one they identify, then others), terms for proper care, no land use fees, and reasonable access subject to public safety and resource protections. It further exempts permit issuance, renewal, and administration (including flagpole activities) from the National Environmental Policy Act; requires 10-year renewals (or new issuance) within 180 days after expiration, holder request, or early termination for noncompliance; and prohibits permit holders from accepting anything of value for identifying successors.
