S. 2437 — Snow Water Supply Forecasting Program Reauthorization Act of 2025

This section revises the Snow Water Supply Forecasting Program (43 U.S.C. 1477)—established in the Department of the Interior to improve snowpack measurement using advanced technologies for water supply forecasting and allocations to federal water contractors, primarily in snowmelt-dependent western states—by (1) eliminating the report requirement previously due by October 1, 2021, and removing related preconditions for program implementation; (2) expanding required technologies for snowpack measurement and modeling to include imaging spectroscopy, machine learning, and integrated snowpack and hydrologic modeling (in addition to synthetic aperture radar and laser altimetry), with coordination now explicitly including the Department of Agriculture and National Oceanic and Atmospheric Administration; (3) shifting program activities to improve both snowpack measurement and water supply forecasts, with a new focus on enhancing forecasting responsiveness to changing conditions, targeting multi-user/basin/State river basins (including interstate decisions), and building partner capacity; (4) revising reporting requirements to list program basins and applications and to assess technologies for multi-district/community/State forecasting; and (5) authorizing $6.5 million annually for FY2027 through FY2031 (from $15 million aggregate for FY2022 through FY2026).
