S. 2446 — Mental Health for Latinos Act of 2025

This section establishes a behavioral and mental health outreach and education strategy for Hispanic and Latino populations under the Public Health Service Act. The Secretary, acting through the Assistant Secretary for Mental Health and Substance Use, must develop and implement the strategy in coordination with relevant advocacy and behavioral health organizations to promote mental health, reduce stigma related to mental health conditions and substance use disorders, and address cultural, linguistic, developmental, and age-related needs of such populations—including awareness of common mental illness symptoms across subgroups (e.g., by gender, gender identity, age, sexual orientation, or ethnicity); information on evidence-based, culturally appropriate interventions and treatments; community and consumer engagement in materials development; and a holistic public health approach integrating behavioral and physical health. The section further requires annual reports to Congress, beginning one year after enactment, on improvements in behavioral and mental health outcomes for these populations and authorizes $1 million for FY2026.
