S. 2450 — Biochar Research Network Act of 2025

This section establishes a national biochar research network of not more than 20 eligible research sites or facilities to test biochar types across soil types, management conditions, application methods, and regions. (As background, biochar is charcoal produced from biomass that improves soil health, sequesters carbon, and enhances crop resilience.) The network's research encompasses agriculture, forestry, rangeland, and other uses; a range of feedstocks and processes; cross-site experiments on soil properties, greenhouse gas emissions, carbon sequestration, production efficiency, and models; and site-specific assessments of productivity, profitability, emissions reductions, and life-cycle analyses to inform farmers, ranchers, foresters, and land managers. Eligible entities include state agricultural or forestry experiment stations; Agricultural Research Service, Forest Service, or other USDA facilities; and research facilities of the Departments of Energy, Commerce, or the Interior. The network is administered by the Agricultural Research Service Administrator in partnership with the Forest Service, National Institute of Food and Agriculture, and the Secretaries of Energy, Commerce, and the Interior, with the Natural Resources Conservation Service to develop practice standards and coordinate with conservation programs for biochar production and use.
