S. 2509 — Transparency in Reporting of Adversarial Contributions to Education Act

This section establishes parental rights to information on foreign influence in elementary and secondary schools as a condition for local educational agencies receiving funds under the Elementary and Secondary Education Act of 1965. Specifically, schools must provide parents, upon written request with a response not later than 30 days (and review/copy access at least every four weeks): (1) the right to review and make free copies (consistent with copyright law) of curricular or professional development materials purchased or obtained using funds from a foreign country or foreign entity of concern (as defined in 42 U.S.C. 19221(a)); (2) information on the number of school personnel compensated in whole or part by such funds; and (3) details on donations, written agreements (e.g., contracts or memoranda of understanding), or financial transactions with such sources—including the name, amount of funds received, and applicable terms or conditions. At the start of each school year, schools must post or disseminate a public notice summarizing these rights; the Secretary of Education must notify state educational agencies of the requirements, which in turn must notify local educational agencies.
